HR 1810:  This bill is to close WHISC for a period of evaluation. It was introduced by Rep. James McGovern on May 10, 2001.

The bill has 100 cosponsors as of 02/22//02.
 

October 30, 2000. President Clinton signed the Defense Authorization Bill which included provision to close the SOA (which took place on Dec. 15, 2000) and to open the Western Hemisphere Institute for Security Cooperation or WHISC. The Department of Defense opened WHISC at Ft. Benning, GA on Jan. 17, 2001 in the facility previously known as the SOA.
 

Moakley 2000 (May):  An amendment (to the Defense Authorization Bill) to close the SOA and authorize a study of the history of the SOA. This amendment was defeated on a vote of 204 to 214.

Moakley 1999 (July):  An amendment to cut $3 million from the Foreign Operations Appropriations Budget. This amendment passed on a vote of 230 to 197.

HR 732:  This bill to close the SOA was introduced by Rep. Joseph Moakley on Feb. 11, 1999. This bill never came up for a floor vote.
